Licensing and Registration of Local Contractors
WHAT ABOUT OTHER APPLICATION TYPES SUCH AS CHANGE OF AMO?
Application types that are not available at PCAB Online Licensing Portal shall be submitted through e-mail. Online services may be available soon for these, further announcements will be made soon.
- DOWNLOAD whole set of application forms at CIAP website, https://www.construction.gov.ph
- SUBMIT the accomplished application forms together with the supporting documents (compressed in one PDF file) through email (pcab@construction.gov.ph cc: herbertmatienzo@construction.gov.ph and honorioeduardoreyes@construction.gov.ph)
- RECEIVE an Order of Payment and PAY necessary fees using several payment channels (Cashier-CIAP Makati / Cashier-CIAP Windows / Landbank Linkbiz Portal website / Manager’s Cheque or Cashier’s Cheque payable to “CIAP”) and SUBMIT complete application.
- VERIFY result of Board Action via e-mail, helpdesk and messenger (Facebook)
- CLAIM license certificate at PCAB Office or at CIAP Windows or WAIT for the mailed license via courier (Note: A two-way courier pouch must be provided by the applicant for mailing of the license certificate)
WHO IS QUALIFIED TO BE AN AUTHORIZED MANAGING OFFICER (AMO)?
A Filipino citizen of legal age with the technical competence and authority to manage the construction business of the firm, who has passed the AMO seminar, examination and interview.
CAN THE AUTHORIZED MANAGING OFFICER BE AT THE SAME TIME THE SUSTAINING TECHNICAL EMPLOYEE OF THE FIRM?
Yes, the AMO may concurrently serve as a Sustaining Technical Employee (STE) of the firm, subject to PCAB rules and qualifications.
WHAT ARE THE TYPES OF CONTRACTOR'S LICENSE?
Regular License, Special License, and Pakyaw License, in addition to the Certificate of Exemption.
WHAT IS A SUSTAINING TECHNICAL EMPLOYEE (STE)?
A qualified technical employee sustained by the firm to supervise and provide technical direction to its construction operations.
WHAT IS THE REGISTRATION & CLASSIFICATION FOR GOVERNMENT PROJECTS?
Contractors intending to undertake government projects must be registered and classified (by category) in accordance with the rules governing eligibility for public bidding.
WHAT IS THE VALIDITY OF A CONTRACTOR'S LICENSE?
A PCAB Contractor's License is valid for the contracting fiscal year and must be renewed before expiry to remain effective.
IS CONTRACTOR'S LICENSE REQUIRED FOR ALL CONSTRUCTION ACTIVITIES?
Yes. No contractor may engage in the business of contracting without first securing a PCAB license; doing so is an offense under the law.
WHAT IS THE PROCESSING TIME FOR CONTRACTOR'S LICENSE?
Processing time depends on the completeness of requirements and the evaluation stage. You can track the status of your application anytime on the portal.

WHICH CATEGORIES CAN USE THE NEW ONLINE PORTAL?
The PCAB Online Licensing Portal is available for ALL categories (E/Trade, D, C, B, A, AA, AAA, AAAA).
HOW DO I SIGN UP ON THE PORTAL?
Login at the PCAB Online Licensing Portal website, pcab.construction.gov.ph or pcabgovph.com and click on the sign-up button. It will ask for information of the applicants. Be sure that the name of firm and the e-mail address entered are correct as this cannot be changed after the account has been made.
WHAT ARE THE PAYMENT CHANNELS AVAILABLE?
Accredited online payment channels and over-the-counter bank deposits. The exact options are shown at the payment step of your application.
HOW WILL THE ONLINE INTERVIEW FOR NEWLY NOMINATED STE BE CONDUCTED?
Newly nominated Sustaining Technical Employees are interviewed via a scheduled video conference. The schedule and link are sent to your registered email.
AFTER SUBMITTING MY APPLICATION, AM I STILL ALLOWED TO MAKE ANY CHANGES?
Once submitted, the application is locked for evaluation. If the evaluator returns it "For Clarification" or "For Edit," you will be allowed to make the requested changes and resubmit.
HOW DO I KNOW THE STATUS OF MY APPLICATION?
Log in to the portal and open the relevant license menu. Each application shows its current status (For Approval, Approved, Disapproved, etc.) and you also receive email notifications on status changes.

Seminar and Examination and Interview for Authorized Managing Officers (AMOs)
WHAT IS AN AMO SEMINAR?
An orientation seminar for Authorized Managing Officers covering the licensing rules, responsibilities, and the online application process.
WHO SHOULD ATTEND?
The nominated Authorized Managing Officer (AMO) of the contractor-applicant must attend.
WHO CONDUCTS THE AMO SEMINAR?
The seminar is conducted by PCAB-designated officers and resource persons.
HOW OFTEN AND WHERE ARE THE AMO SEMINARS HELD?
AMO seminars are conducted on a regular (typically monthly) schedule at the PCAB office and through online sessions. Schedules are posted on the portal.
HOW MUCH DOES THE REGISTRATION FOR AMO COST?
Registration fees are set by PCAB and shown at the time of enrollment. Please refer to the official PCAB fee schedule.
HOW SOON ARE THE RESULTS OF THE AMO EXAMINATION RELEASED?
Results are typically released within a few working days after the examination and posted to your portal account.
WHEN AND WHERE IS THE AMO EXAMINATION ADMINISTERED?
The examination is administered after the seminar, on the scheduled date communicated via your registered email, at the PCAB testing venue or online.
WHEN AND WHERE IS THE AMO INTERVIEW CONDUCTED?
The interview is scheduled after passing the examination and is conducted at the PCAB office or via video conference.
